Re: Expression of solidarity
with the Coalición para una Educación Digna (Coalition for Decent Education)
and their request that the Dominican government assigns 4% of GDP to education
in the Dominican Republic.

Dear
Sir/Madam,

We are writing to you
with great respect as the representative of the government of the Dominican
Republic in our country, we as Christian Live Community (CLC), would like to
show our solidarity with the objectives of the Coalition for Decent Education
of which our partner organizations are members in the Dominican Republic. This
coalition is calling for an investment of 4% of the Gross Domestic Product
(GDP) in pre-university education which is laid out in the General Education
Law (Law 66-97).

We are convinced of the
need for increased social justice and for policies which look after the overall
well-being of the population and which guarantee human rights and basic freedom
in particular to children and teenagers. Education is vital in ensuring this
well-being and also for the social, economic and cultural development of a
country.

The proposals made by the
Coalition for Decent Education imply increased investment in education and have
been endorsed by the majority of the Dominican population as an indispensible
element for reducing and eradicating poverty. The Gallup-Hoy survey, published
in a national newspaper in December 2010, indicated that 91% of the Dominican
population is in agreement that 4% of GDP should go to education.

This social movement in the Dominican Republic which includes more than 200 organizations, has, since
October 2010, continued to call for the right of children and teenagers living in this country to a quality, integrated education as established in
international treaties and the Dominican constitution. With this objective,
they are calling on the Dominican government to increase the amount in the
general national budget for 2012 currently designated for pre-university
education. This means that the amount would need to be increased from the current
amount of 1.98% GDP to 4% as stipulated in the General Education Law.

The President of the
Republic, Dr. Leonel Fernández Reyna, has himself, while attending the
IberoAmerican Summit of Heads of State last year in Argentina, committed to the
programme “Education for Social Inclusion” whose objective is that all
Ibero-Americans have access to complete primary and secondary education. For
this, the governments agreed to invest 5.5% of GDP in education until
2018.

We are asking you in your
position as Ambassador in Switzerland, to present to the corresponding
authorities in the Dominican Republic, this urgent call by its citizens for 4%
of GDP to be spent on pre-university education according to all of the
international commitments already made to guarantee a decent education for all.

Acerca de Coalición Educación Digna

La coalición por la educación digna es un esfuerzo de un conjunto de organizaciones y activistas que piden mediante acciones cívicas y pacificas, que se cumpla de una buena vez con la LEY GENERAL DE EDUCACION 66-97, la que establece que el 4% del PIB en el presupuesto nacional sea destinado en inversión a la educación. Con el arma de un paraguas y sombrillas amarillas (el cual usan para cubrirse del sol) en la mano que reza 4% para la educación, un conjunto de organizaciones y activistas iniciaron su cruzada de respeto a la ley, ha esta se han sumado un sin numero de ciudadanos de toda índole que se han vuelto en una avalancha ciudadana.
